fixes an existing bug where all available notifications would be
looked at, instead of filtering on the ones effective now.
Bus events are now also checked, because they could trigger further
notifications.
This also adds a new endpoint to wait for all notifications and bus events
to be processed, without moving the clock.

as it breaks serialization and the Ruby bridge.
