IMMEDIATE policy.
The datetime associated with the BlockingState event ENT_CANCELLED cannot be before the one from ENT_STARTED. Since this date
is computed from a LocalDate and using the referenceTime, we also need to ensure the minimum value by looking at the datetime from the
entitlement start date.
The beatrix test TestIntegration#testCreateMultipleBPWithSameExternalKey would sometimes show the issue (and when adding breaking in the test would clearly identify the issue)
