of this, we've decided to change strategy and not store the __PARK__
tag definition in the database. It has also now a fixed ID of
00000000-0000-0001-0000-000000000001.

processing can now be turned off by setting org.killbill.invoice.enabled=false
Accounts will be parked when associated bus events are processed.

BillingPolicy on cancellation. See #656
Limitations:
* The code has only been implemented for cancel operation that overwrite the BillingPolicy and in particular is not available
for dryRun operations and for when policy is set as default in catalog rules (behavior is now disabled in catalog validation rules)
* START_OF_TERM not implemented for ADD_ON (but cancelling a BP that automatically cancel AO would work)
