invoice generation when overdue state transition from
non blocked billing <-> blocked billing
Overdue will call the api when those transitions occur. Note that this changes the current behavior:
- When going to a blocked billing state, invoice adjustment may be generated to correct the part that was already billed.
- When going out of a blocked billing state, new invoice may be generated to restart invoicing
