really link invoices to payments via the invoice_payments
table, which records payments, not payment attempts.
The payment attempts mechanism is only visible to the payment module.

new payments in bip and update bin/bac as needed.
Note: we are effectively storing payments, not payment attempts.
We also store now the payment ID from the external payment processor -
this may be useful for certain reports.
