Don't return null, throw an exception if the account is not found
* Pass a tenant context, not call context
This should fix NPE traces seen in PersistentExternalBus.

JRuby bundle is a simple OSGI bundle, it may make sense to find it
among other platform bundles (under {killbill.osgi.bundle.install.dir}/platform/).
To avoid yet another configuration parameter, rely on a naming
convention to find it (jruby.jar).

* {killbill.osgi.bundle.install.dir}/platform/ is scanned
for pure OSGI bundles (e.g. SLF4J, JRuby, ...)
* {killbill.osgi.bundle.install.dir}/plugins/java is scanned
for Killbill Java plugins
* {killbill.osgi.bundle.install.dir}/plugins/ruby is scanned
for Killbill Ruby plugins
