Initial implementation of the 'broadcast' table in the tenant module to be notified of config/catalog changes and perform cache invalidation
(The code is mostly in place, but needs some testing)

per tenant catalogs are cached using EhCache -- the current commit does not deal with cache invalidation, see #235
