the registration of the InvalidationCallback from overdue and catalog so that they happen during initialization of the stack
and ensure that when broadcast events are received, the callback exists and the cache invalidation can occur.

invalidation can occur
Initial implementation of the 'broadcast' table in the tenant module to be notified of config/catalog changes and perform cache invalidation
(The code is mostly in place, but needs some testing)
