Exact semantics need to be defined though:
* Exact Entitlement apis
** Return current per Subscription BCD or all all
** Return pending BCD change ?
** Return value when overwritten or all cases (including one with default per ACCOUNT/BUNDLE/SUBSCRIPTION logic)
* Should updateBCD api also take an addtional effectiveDate
* Entitlement plugin apis?
