a LocalDate is passed, we use the reference time to compute
a DateTime. In case the add-on is added the same day the base
entitlement was created, we also have to make sure the DateTime
computed isn't before the start date of the base plan.

avoids fetching over and over the Catalog in some codepaths (especially costly
when using a non-cached Catalog Plugin).
