Enable readMaxRawUsagePreviousPeriod=0 to work as expected -- therefore ignoring past invoiced periods
2. Fix issue to make sure we enable $0 USAGE item when there is nothing to invoice in current period and old period are ignored (readMaxRawUsagePreviousPeriod=0)
3. Fix Preconditions to detect full or partial deletion of old data

In a scenario where one update the Plan usage section (new catalog version) and then change Plan to
make sure subscription uses the new definition, the usage code should correctly start invoincing
using this new definition.
TODO: We should enhance our catalog api to avoid the implementation hack in this PR ;-)
