PENDING subscription (which is wrong for targetDate in the future).
I think this was introduced because that created NPE in the code, but somwehow after re-running all tests (incl integrations), i am not seeing
NPE (or we don't have good tests to verify the original use case ?). So, kept it as a separate commit, and something to watch for.

In a non-sticky bus configuration, it is possible that the INVOICE_PAYMENT event
is received while no PAYMENT_INFO is received.

Assuming a null effectiveDate or an effectiveDate > entitlementStartDate and effectiveDate > billingStartDate, the operation will succeed
