handles billing of units consumed, based on rolled-up
usage information (e.g. per day or per month).
The meter modules takes care of aggregating usage information (e.g.
rolling up individual pageviews to a website into daily or monthly
aggregates). It does not perform any billing related task.

they got migrated but before the billing starts happening in Killbill. The fix will reflect the new entitlement correctly but only start billing when they reach their first billing date. The billing will happen with the latest plan they are on.
