Linking #807 since those issues were discovered while addressing this new feature.
This patch ensures that when an invoice is being reused (DRAFT invoice),
all the items from this invoice are returned to InvoiceDispatcher -- in such a way that
Invoice plugins would see all items and not just new one being added.
